Uttarakhand wrote founder economics directly into its Startup Policy 2023: a monthly sustenance allowance of ₹20,000 for selected startups, raised to ₹30,000 for women, SC, ST and differently-abled founders, focus sectors and hill-district ventures. Thirteen recognised incubators, product development and marketing assistance, and institutions like IIT Roorkee, IIM Kashipur and Pantnagar give the state real academic firepower for its size.
